According to Richard Kelly the previous news of the hour long harsh cut of Southland Tales isn't that true. Yes Kelly has cut it, but he's done it with Sony supervision and is entirely happy with it, supposedly the original interview misquoted him.

From his MySpace site through Film Rotation:

...there was recently an article published in Hot Dog Magazine about the film being taken away from me and cut down by an hour. This interview took place during the Cannes Film Festival and WAS TAKEN OUT OF CONTEXT WITHOUT REFERENCING MANY POSITIVE DEVELPMENTS THAT HAVE OCCURRED SINCE THEN.

As many of you know, the film has been bought by Sony and I have been finishing A SHORTER cut of Southland Tales under their supervision. It has been a great experience and I feel like the film is now in better shape than ever.

He goes on to say that the film will get a cinema release and Sony are working on that strategy right now. Well there you have it, it has been cut but cut nice and friendly like. I'm confused as to what's going on now, but I'm still keen to see the film, cut or not!
